The City Council in Youngstown, Ohio, is seeking bids on a downtown building known locally as 20 Federal Place.
The city hired a consultant to assess possible uses for the seven-story building, and that consultant has proposed transforming the upper four floors into apartments, upgrading the first-floor food court, and utilizing the basement for a six-lane bowling center, bar and malt shop.
The city has been trying to sell the now-95-year-old building since taking it over in 2004.
